Japan Has New Rules on Tax Refunds and Tourists Must Now Pay Tax First to Get it Back After Customs Checks

Japan has introduced a refund method for eligible visitor purchases made from 1 November 2026. Under rules administered by Japanese tax and Customs authorities, shoppers pay consumption tax upfront and receive repayment after export confirmation. The change to Tax Refunds for Tourists aims to prevent domestic resale and other misuse. Visitors must budget for the initial payment and complete departure checks before surrendering baggage. Official traveller guidance confirms the system is operating as of 2 November 2026.

Shopping Procedures Are the Main News

The reform principally concerns retail taxation and departure procedures. The percentages below are an editorial assessment of this story’s focus, based on the verified requirements. They total 100% and are not official statistics, traveller survey results or estimates of economic impact.

The evidence establishes a national shopping procedure, not a new visa requirement. It confirms additional payment and departure obligations, but does not establish changes in visitor demand, bookings or spending caused by the reform. Travellers should distinguish these practical requirements from claims about wider tourism outcomes.

How Tax Refunds Work Now

The minimum remains ¥5,000 before tax per shop per day. Qualifying shared counters can combine participating purchases under official conditions. General goods and consumables now share one category. The ¥500,000 consumables ceiling and special packaging requirement have ended. Gold and platinum bullion and coins remain excluded. These changes appear in the official reform leaflet.

Tax Refunds for Tourists remain available, but travellers must finance the tax-inclusive price until repayment. Shops or their providers handle the money; Customs confirms export. The official repayment guidance leaves the payment method to the retailer’s arrangements. Possible methods include bank transfers, card payments and cash services where provided. Visitors should establish how their chosen shop will return the money before completing a purchase.

How the Rules Changed

The 2025 tax reform set out the transition. Separately, the arrangement allowing travellers to prove export through their own overseas shipping documents ended on 1 April 2025. Shop-arranged direct overseas shipping remained available under separate export arrangements. The published policy explanation distinguishes these shipping changes from the later refund launch.

Eligible purchases continued under the previous shopping system through October 2026, with exemption applied at the point of sale. The refund method began for purchases from 1 November 2026, when updated online procedure guidance also appeared. The implementation notice confirms that the transition has taken effect. The relevant deadline now depends on each purchase date.

What the Evidence Explains About Shopping and Tourism

Official policy documents directly connect the reform with preventing misuse, including domestic resale. The underlying change makes export confirmation a condition for tax exemption. Tourism expenditure provides useful background, but does not establish the cause of the policy or its results.

Export checks support simpler shopping rules

The revised approach to Tax Refunds for Tourists removes some shop-level restrictions while preserving the requirement to take purchases abroad. Consuming food, drinks or cosmetics in Japan prevents their confirmation. If an eligible item is missing, the entire transaction loses refund eligibility. Separate qualifying transactions can still succeed. Using non-consumable goods does not automatically disqualify them if they leave Japan, according to departure guidance.

Spending figures provide context rather than proof of impact

Japan’s preliminary international visitor expenditure reached ¥2.2076 trillion in July–September 2026, up 3.2% against the same quarter in 2025. Average expenditure per general visitor reached approximately ¥234,000, up 6.1%. The official statistical release, published on 21 October, places Taiwan, China, South Korea, the United States and Hong Kong first by total spending. These figures describe overall travel expenditure before implementation, rather than purchases under the new system.

For retailers, Tax Refunds for Tourists require purchase records to connect with Customs confirmation before repayment. An official October briefing identified a smooth transition and protecting shopping expenditure as priorities. It described retailer briefings, airport terminal preparations and information for visitors before and during their trips. These measures explain how the policy was prepared, while its wider effects remain unmeasured. Preventing misuse is the stated rationale; reliable processing and clear instructions support delivery.

Check Purchases and Departure Arrangements

Eligibility for Tax Refunds for Tourists depends on residence status and supporting documents. Eligible foreign non-residents include Temporary Visitor, Diplomat and Official status holders. Cruise-tourist landing permits require a passport or permitted copy alongside the permit. Eligible Japanese nationals need evidence of two continuous years abroad and less than six months since temporary return. Qualifying My Number Cards provide an additional evidence option under the document rules. These are shopping eligibility checks, not passport-issuance changes. A qualifying My Number Card must show overseas relocation. Travellers should check the evidence requirements applying to their own status, because the digital departure option does not replace the documents needed when buying goods in a shop.

  • Complete confirmation within 90 days, before baggage check-in, presenting your passport at the terminal.
  • Keep all eligible goods accessible; green completes confirmation, while red requires inspection.
  • Report consumed goods directly to Customs rather than using the normal terminal procedure.
  • Keep authenticity or warranty documents available; inspectors may request them for individual items costing at least ¥1 million before tax.
  • Use the final Japanese departure airport for domestic-to-international connections.
  • Use the last Japanese port for overseas-based cruises; Japan-returning cruises followed by flights use the departure airport.
  • Confirm refund instructions, timing and any charges before paying.

Allow time for inspection: abandoning it leaves confirmation incomplete, and checked baggage cannot be retrieved for this procedure.

The official digital procedure uses Visit Japan Web at Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose and Naha through dedicated departure-lobby Wi-Fi. It covers eligible Temporary Visitor, Diplomat and Official status holders, but excludes Japanese nationals. Travellers must remain before security and follow any inspection instruction. Some airports and seaports lack permanent kiosks, so check the official location guide and contact local Customs where necessary. Neither Customs nor the airline compensates passengers who miss departure because they allowed insufficient processing time.

Next, travellers should follow official implementation updates and their own deadlines. A purchase on 1 November 2026 requires confirmation by 30 January 2027, counting from the following day. This concerns Customs confirmation, not a guaranteed repayment date. It does not extend permission to stay. Goods must leave Japan promptly after confirmation; failure can trigger tax recovery and penalties.

Departure Preparation Protects Shopping Savings

Japan’s new approach keeps Tax Refunds available while making export checks central to eligibility. Travellers must pay tax upfront, preserve qualifying purchases and complete the required departure procedure on time. Retailers remain responsible for arranging repayment after confirmation. The verified changes affect shopping budgets, documentation and baggage planning; their wider influence on tourism demand remains unproven. Earlier spending figures provide context but cannot measure the reform’s effects. Careful preparation matters more than assumptions about automatic airport payments. Visitors should confirm their eligibility, understand the retailer’s arrangements and follow official updates before departure, especially when their itinerary includes connections or cruises.
