Vietnam Unveils New Tourism Mega-Project with Five-Star Hotel, Golf Course and Eco-Resort

Vietnam’s Ha Tinh province has approved an investment policy for the VND17.2 trillion ($660 million) Thien Cam eco-tourism urban area, paving the way for a large-scale coastal development combining hospitality, residential, leisure, commerce and tourism facilities.

The project is planned across approximately 180.12 hectares in the Thien Cam area and is intended to strengthen the coastal destination’s position as a major hub for high-end tourism and commercial activity.

The development will combine an urban residential environment with eco-tourism, resort facilities, entertainment, commerce and services, creating a broader tourism proposition for residents and visitors.

What will the $660 million Thien Cam project include?

The development is planned as an integrated urban and tourism complex featuring commercial housing, public facilities, commercial and service buildings, and supporting technical and social infrastructure.

The residential component will include 2,372 commercial housing units, comprising 1,795 townhouses and 577 villas.

The project will also provide 975 social housing apartments and 141 resettlement land plots, creating a residential component alongside its tourism and commercial facilities.

The combination is designed to create a mixed-use destination rather than a standalone resort development.

What tourism facilities are planned for Thien Cam?

A significant part of the project will be dedicated to hospitality and leisure facilities.

The approved development is expected to include a five-star hotel, an eco-resort complex, an international convention centre and a golf course.

These facilities could broaden the types of visitors attracted to Thien Cam, ranging from leisure travellers and luxury holidaymakers to business groups and convention visitors.

The inclusion of a convention centre also introduces a potential meetings and events component, while the golf course and resort facilities are intended to complement the area’s coastal tourism appeal.

The project will cover approximately 180.12 hectares, making it a substantial addition to Ha Tinh’s coastal tourism infrastructure.

Its scale allows residential, commercial, hospitality and recreational components to be planned as part of a single development.

The project expenditure includes estimated construction costs as well as compensation, support and site-clearance expenses.

According to the approved investment policy, the selected investor will have operating rights for 50 years from the date the land is allocated, leased or approved for land-use conversion.

The development is intended to make greater use of Thien Cam’s coastal tourism potential.

Who will select the project investor?

The Ha Tinh Department of Construction has been assigned responsibility for organising the investor selection process.

The investor will be selected through open national competitive bidding, using a single-stage, one-envelope method.

The process is scheduled to take place between the third quarter of 2026 and the first quarter of 2027.

The project will move forward after the investor selection process and completion of the necessary legal procedures.

What happens after investor selection?

Once the successful investor has been selected and the required legal procedures completed, the development will proceed according to its approved roadmap.

The investor will be responsible for ensuring that construction and implementation remain consistent with the approved objectives, development scale, schedule and specifications.

The project’s infrastructure will also need to be delivered in coordination with surrounding areas and relevant regional master plans.

This framework is intended to ensure that the large-scale development integrates into the wider urban and tourism structure of Ha Tinh.

The planned development represents a significant investment in coastal tourism, hospitality and urban infrastructure in Ha Tinh.

The next major milestone will be the investor selection process, scheduled to run from Q3 2026 to Q1 2027, before construction and other project implementation activities move forward under the approved roadmap.
