Karnataka’s launch of accessible digitised revenue records marks a significant step in India’s digital transformation. This initiative aims to eliminate long-standing issues such as delays, document tampering, and misplacement by providing citizens with easy, online access to vital land records. By digitising these documents, Karnataka is enhancing transparency, efficiency, and accountability in land management, paving the way for a more secure and reliable system across the country.

Karnataka has made significant strides in transforming its land record management system through the Bhu-Suraksha initiative, a groundbreaking project aimed at digitizing the state’s land revenue documents. This ambitious program has successfully digitized a staggering 45 crore pages of revenue records, representing over 65 lakh files and 8.2 lakh registers. The primary goal of this project is to address the persistent challenges faced by the state’s land management system, such as delays, document tampering, and misplacement.

As part of the Bhu-Suraksha initiative, the government has set up new digital record rooms equipped with state-of-the-art technology, including biometric access, scanners, and surveillance cameras. These digital rooms, designed to operate as advanced digital libraries, will significantly reduce the reliance on physical documents. Citizens will soon be able to access these records online through the Seva Sindhu portal, which is designed to make government services more accessible and efficient.

By digitizing all land records and indexing them into a searchable database, the project ensures that documents are easily retrievable, no matter how old they are. Unlike traditional methods, where retrieving a record might involve sifting through numerous physical files, the digitized system allows for quick and easy access with just a few clicks. Each document is tagged with relevant keywords, enabling users to search and locate files even if they are decades old. This approach brings much-needed transparency and efficiency to land record management, creating a reliable and tamper-proof system.

The Bhu-Suraksha initiative is part of a broader set of digital reforms in land governance aimed at streamlining land management processes across the state. The state’s existing systems, such as Bhoomi for land records, Kaveri for registration, and Mojini for surveying, are being integrated into a cohesive digital framework. This integration is helping to create a unified platform for managing various aspects of land records and transactions, ensuring that all data is accurate, up-to-date, and accessible in real-time.

In addition to digitizing records, the project aims to prevent the misuse of land records, a common issue in land acquisition processes. The government has also introduced the Land Acquisition Management System, a real-time tracking tool that updates land acquisitions and blocks transactions on acquired land in the Record of Rights, Tenancy, and Crops (RTC) system. This ensures that once land is acquired, it cannot be manipulated or sold without proper authorization, further reducing the chances of fraud.

The Bhu-Suraksha initiative is designed to close the door on manipulation and tampering, which has been a significant problem in the past. By cross-linking and digitizing various records, the system creates a “single source of truth” that integrates revenue, registration, survey, and urban planning data. With the implementation of secure firewalls and proper classification, the integrity of these records is preserved, preventing unauthorized access or alterations.

The digitization of land records has far-reaching implications, not just for government efficiency, but also for citizens. By providing easy access to land-related documents, the initiative empowers individuals with the information they need to resolve disputes, verify ownership, and engage in property transactions with confidence. This digital transformation will reduce the need for physical visits to government offices and simplify the process of obtaining necessary land records.

The ongoing reforms in land governance are expected to pave the way for other states to adopt similar systems, making land management more transparent and efficient across the country.
