In a risky bid to jumpstart its tourism recovery and strengthen its economic growth, Sri Lanka has opened its doors wider to foreign tourists by extending its free visa-on-arrival scheme to 40 countries. The initiative unveiled by Sri Lanka’s Foreign Minister Vijitha Herath on July 25 2025 will contribute significantly to the development of the country’s tourism industry. Visitors from primary international source markets such as the US, UK, Canada, Australia, the UAE and various countries in Europe, Asia and the Middle East stand to gain from the government directed action.
A Strategical Turnaround to Promote Tourism
This expansion follows on from a visa waiver program launched in March 2023. Back then, Sri Lanka also implemented visa-free arrival for citizens of seven countries including India, China, Russia, Indonesia, Thailand, Malaysia and Japan. The original pilot project was aimed at gauging the impact of loosening travel restrictions and courting international visitors as the world emerged from the COVID-19 pandemic. The extended reach across 40 countries indicates a progress in Sri Lanka’s tourism strategy of making the island nation more reachable for key long-haul source markets such as the US, UK, Canada, Australia, Iran, Pakistan and the UAE.
These citizens will not be charged visa fees and can receive a visa-on-arrival (VOA) valid for 30 days, if they apply for an electronic travel authorization (ETA) on the internet before coming to the country. ETA (Electronic Travel Authorization) is an easy visa process which has been put in place to make it easier for travelers to apply for their Sri Lanka visa. This move is likely to ease the travel to Sri Lanka significantly and also help boost tourism by leaps and bounds.

This has been boosted by greater foreign tourist traffic, and Herath is confident that lifting visa hurdles will only boost this trend.

Authorities are aiming for 2.5 million international arrivals in 2025, compared to 1.6 million in 2024.
