This alert also follows on the heels of increasing safety and security risks in these locations, such as terrorist attacks, civil disturbances and widespread violence that has made some areas extremely hazardous for anyone traveling there. Sinai Peninsula is also the site of high-tension terrorism in Egypt, and there is security instability in Libya with terrorist-related incidents, along with risks of abduction. There is also a high threat of crime, terrorism and armed activism in Mauritania, Nigeria and Rwanda, and some regions of these countries are unsafe to visit. The U.S. government is advising travelers to use caution, have contingency plans and be aware of the risk of planning international travel to the area.
Egypt – Level 2: Exercise Increased Caution
Egypt has been placed under a Level 2 advisory, urging travelers to exercise increased caution. While the majority of Egypt remains safe for tourists, there are specific areas of concern. The Northern and Middle Sinai Peninsula is classified as a high-risk zone due to the persistent threat of terrorism. Travelers are also warned to avoid the Western Desert unless accompanied by a licensed tour group. These regions are prone to unpredictable security conditions, making independent travel particularly risky.
Libya – Level 4: Do Not Travel
Libya is classified under a Level 4 “Do Not Travel” advisory, the most severe warning issued by the U.S. State Department. This advisory reflects the extreme dangers faced by travelers to Libya, including widespread crime, terrorism, civil unrest, and kidnapping. The country remains in a state of instability due to ongoing armed conflict, and there is a significant presence of unexploded landmines. Mauritania – Level 3: Reconsider Travel

Multiple regions of Nigeria are designated as “Do Not Travel” zones due to the high levels of violence, particularly in the northern and southeastern parts of the country. Rwanda – Level 2: Exercise Increased Caution
Rwanda is currently under a Level 2 advisory, urging travelers to exercise increased caution. While most of the country is considered safe, certain areas remain problematic. The Rusizi and Rubavu districts, located near the border with the Democratic Republic of the Congo, are considered “Do Not Travel” zones due to ongoing armed violence in the region. Despite these concerns, Rwanda continues to be a popular eco-tourism destination, particularly for those wishing to visit Volcanoes National Park to observe the endangered mountain gorillas.
